What is M FUND?
Developed by Dreamlopments in Thailand, M-FUND is a low-cost, non-profit health protection scheme designed specifically for migrants, stateless individuals, and vulnerable border communities. Originally piloted along the Thai–Myanmar border in 2017, it now operates across 8 Thai provinces with dedicated teams and offices, while reaching individuals online in an additional 15 provinces. M-FUND operates in close consultation with health authorities, local civil society, and international partners.
By pooling community contributions into a voluntary, solidarity-based fund, M-FUND enables members to access outpatient care, hospital admissions, and essential medicines at participating healthcare facilities, providing an essential safety net where state-run social protection schemes are inaccessible.

Our Role
Woodseer will leverage its extensive familiarity with the local ecosystem, institutional credibility, and established public-sector relationships to anchor M-FUND’s pioneering healthcare protection model within the national landscape. In doing so, we will advance high-level dialogue on health access and sustainable financial protection for underserved populations.
Driving Impact in Malaysia
Woodseer is supporting the introduction and institutional establishment of M-FUND in Malaysia. As part of this commitment, Woodseer Director Jean-Michel Piedagnel has agreed to join the Board of Trustees of the entity currently being incorporated in Malaysia.
Promoting Sustainable Access to Health Care for All
Woodseer believes access to essential healthcare must be sustainable, dignified, and inclusive. Traditional delivery and financing often leave cross-border, migrant, and stateless populations facing unaffordable medical costs or excluded from timely clinical care. Financing models like M-FUND ease financial and social tensions between migrants and host nations. By covering migrant care costs through a reliable access pathway, M-FUND mitigates uncompensated hospital expenses and relieves public healthcare budget pressures.
